  2. In a bowl, whisk together flour, cocoa powder, baking powder, baking soda, and salt.
  3. In another bowl, beat softened butter and sugar until fluffy.
  4. Add egg, peanut butter, and vanilla; mix until combined.
  5. Gradually incorporate dry ingredients into wet mixture until just combined.
  6. Fill muffin cups about two-thirds full and press a mini peanut butter cup into each.
  7. Bake for 20-25 minutes or until a toothpick comes out clean. Cool before frosting.
