  1. Preheat oven to 350°F (175°C) and line a muffin tin with paper liners.
  2. In a bowl, sift together flour, sugar, cocoa powder, baking soda, baking powder, and salt.
  3. In another bowl, whisk together egg, buttermilk, warm water, vegetable oil, and vanilla extract.
  4. Combine wet and dry ingredients until just mixed; the batter will be thin.
  5. Fill cupcake liners two-thirds full and bake for 18–22 minutes or until a toothpick comes out clean.
  6. Cool cupcakes before preparing frosting by beating peanut butter and softened butter until fluffy.
  7. Gradually mix in powdered sugar and cream until smooth; adjust consistency as needed.
  8. Frost cooled cupcakes and top each with a mini peanut butter cup for decoration.
